Steps
Enabling Remote Access
Connect to the MariaDB database and execute the following command to enable remote access.
grant all privileges on *.* to 'root'@'192.168.248.248' identified by 'password';
flush privileges;
If access is needed from any IP address, replace the IP address with %.
Modify the Configuration File
Most resources available online only mention the first point, but testing showed otherwise. This is because MariaDB defaults to binding to the local IP address.
The exact file location depends on the database version. It took me some time to find it at the time.
/etc/mysql/my.cnf/mariadb.conf.d/50-server.cnf
Comment out the line bind-address = 127.0.0.1.
Restart MariaDB Service
